While employed at PWGSC Mssrs. Riggs and Lampkin played leading roles in the
implementation of new ferry terminals at Kingsville, Leamington and Pelee Island. The project was a most intricate undertaking including the creation of the land base, full municipal servicing, extensive ferry operator requirements, unique ferry shore transfer requirements, detailed environmental assessment and review process issues and complex funding/invoicing formulae to satisfy the two funding agencies. The project was successfully completed in 1993.

Mr. Riggs was the Project Manager for this project and his responsibilities included the
following:

  • Development of a cost sharing formula between Transport Canada and the MTO;
  • Development of fish habitat compensation plan related to large scale infilling of the lakebed;
  • Negotiation of servicing agreements with the local utility companies;
  • Negotiation with Revenue Canada to establish requirements for Customs facilities;
  • Management of the design by the multi-disciplinary design team;
  • Design of “Pelee Islander” fendering at Leamington;
  • Investigation of settlements at Leamington and Kingsville and repairs using unshrinkable fill.

Mr. Lampkin was the lead design engineer for the Kingsville Ferry Terminal. His responsibilities included:

  • Development of standard details to be used at all three sites such as concrete parapet details, pipe curbs etc.;
  • Design of sheet pile wharf structure;
  • Detailed design of fish habitat compensation elements;
  • Design of rubble mound breakwater elements;
  • Design of corner fender system in response to snagging problems encountered in ferry operations after the site was initially put into service;
  • Analysis of ferry movements during unberthing, assessment of corresponding flow velocity and preliminary design of scour protection.
